## Tools exposed via MCP

### 1. get_energy_quotes

Submit a commercial utility bill to the Bid On Energy auction platform.

**Parameters**:
- company_name (required, string)
- contact_name (required, string)
- email (required, string)
- phone (required, string)
- monthly_utility_spend (required, number)
- fuel_type (optional, enum: "Electric" | "Gas" | "Both", default: "Both")
- zip_code (optional, string)
- state (optional, string — 2-letter US state code)
- agent_id (optional, string — for affiliate revenue attribution)

**Returns**: quote_id, eligible, estimated_savings_pct, estimated_monthly_savings, suppliers_competing, supplier_list, auction_status, next_steps

### 2. check_eligibility

Validate whether a business qualifies for competitive energy auctions.

**Parameters**:
- state (required, string — 2-letter US state code)
- zip_code (optional, string)
- monthly_utility_spend (optional, number)
- fuel_type (optional, enum, default: "Both")

**Returns**: eligible, state_name, markets, gas_choice_available, savings estimate

### 3. get_market_rates

Returns default utility rate vs competitive auction-clearing rate by state.

**Parameters**:
- state (required, string — 2-letter US state code)
- fuel_type (optional, enum, default: "Electric")
- zip_code (optional, string)

**Returns**: utility_default_rate, auction_clearing_rate, savings_pct, monthly_savings_estimate, annual_savings_estimate
